Equal Access International (EAI) seeks a Chief of Party (COP) to lead the anticipated five-year, USAID-funded Niger Non-Formal Education Activity. This activity will target out-of-school adolescents and youth, particularly girls and those affected by conflict and crisis, who do not have access to safe, equitable, and contextually relevant learning opportunities needed to strengthen their resilience and contribute to their communities. Focus areas include strengthening foundational skills in literacy, numeracy, social emotional learning (SEL)/soft skills, building resilience capabilities and assets, and strengthening pathways between non-formal to formal education.
The COP will be responsible for the overall vision and technical leadership, compliance with USAID regulations, and management of the team and project. The COP will be EAI’s primary point of contact with USAID and all relevant stakeholders. They will collaborate with Niger’s Ministry of Education and other critical partners to provide high-level support for effective capacity strengthening at the local level and sustainability of project interventions. The COP will lead a team of experts and support staff, prepare reports and annual operating plans, and align project initiatives with in-country and USAID priorities. This position will be based in Niamey, Niger.
This position is contingent upon funding and USAID approval.
RESPONSIBILITIES:
- Develop strategic plans, annual work plans, and manage the activity accordingly in line with USAID guidelines.
- Ensure compliance with the terms of the USAID agreement and timely delivery of project activities.
- Oversee and support staff and systems to ensure that program results are met.
- Ensure proper financial management to get the best value out of available resources in compliance with USG rules and regulations and EAI’s internal policies.
- Create a positive and safe working environment for all staff, including training and other professional development opportunities for team members (who will be local and in-country).
- Facilitate collaborative partnerships between relevant donors and stakeholders.
- Design and oversee non-formal learning programming in target regions in Niger.
REQUIRED QUALIFICATIONS:
- A graduate degree in education or another relevant social or technical field (e.g., development, youth development, conflict management and peacebuilding, communications, law.)
- Ten years of experience managing international development programs in education, peace promotion, countering violent extremism, conflict mitigation, or governance-related programs, preferably including previous experience in Niger or West Africa. Non-formal education program experience will be considered an asset.
