The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of WATHAB Engineer 2 (WATHAB in Detention Team Leader), based in Addis Ababa.

ACCOUNTABILITIES AND RESPONSIBILITIES

1.      Main responsibilities

  • In charge of all WatHab activities in place of detention, S/he contributes to the formulation of strategies for the
  • WatHab for detention unit in collaboration with the Detention team (PROT).
  • Contributes to the formulation of overall WatHab detention strategies
  • Participates in PFR and budget elaboration
  • Maintains relations and liaises with detention authorities throughout the country
  • Manages field operations and liaise with service departments, ensuring that the WatHab department complies with the delegation’s and the ICRC’s procedures for administration, ICT, finance and logistics.
  • Coordinates and leads the WatHab for detention team

2.      Main tasks

Department strategy and objectives

  • Interacts with other departments to participate in the definition of the delegation’s strategy towards activities for targeted detention populations and authorities.
  • Contributes to the formulation of strategy & general and specific objectives, as well as the definition of budget for the WatHab PFR.

External relations

  • Maintains regular contacts with high level detention authorities in the regions and at federal level.
  • Participates/leads discussions and negotiations with the authorities to define the strategic orientation of the collaboration as well as the operational implications. This often includes discussion and negotiations on behalf of other departments involved in detention.
  • Whenever required, interacts with other governmental and non-governmental organizations

Management of operations

  • Supervises and coordinates all detention projects with a critical mass of one MIO CHF.
  • Provides key contributions and backing to the structural support provided to regions for the design and construction of new prisons as well as the HP, O&M projects running in four regions and in all the federal prisons
  • Coordinates with Detention (PROT) and Health teams for the implementation of multidisciplinary assessments of prisons all over the country.
  • Revises and approves all project proposals and tender documents for detention projects
  • Manages external consultants providing services to the department and support the engineers in the supervision of contractors

Office work

  • Liaises with Support departments and ensures that all ICRC’s procedures for administration, ICT, finance and logistics are respected and kept up to date at all times.
  • Knows, applies and complies with all the administrative procedures linked to her/his work (financial and HR such as appraisals, Time reporting, budget follow up, …etc)
  • Keeps files up-to-date at all times: monthly cash forecast, long term financial planning and yearly budget implementation rate for the entire WatHab in Detention program in the country
  • Provides contributions to specific reports: weekly operational report, WatHab technical reports, WPA progress reports, ad hoc reports (assessments and technical papers)
  • Writes field trip reports and minutes of workshops and meetings
  • Contributes to the Biannual technical report for the detention part

Staff management

  • Defines objectives for the detention team members and support them in achieving them through continuous guidance and coaching.
  • Makes the appraisals for the team under her/his direct supervision.
  • Develops and maintains a pleasant working atmosphere with colleagues and superiors.

Coordination

  • Support the coordinator in all his/her activities

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development

Minimum required education, experience and competencies

  • University degree in Relevant Engineering field (architecture, civil or structural engineering, hydrology, hydraulics, geology or similar)
  • 7 years’ professional work experience in a similar field; 1–2 years’ professional experience at the ICRC or an international NGO an asset.
  • Excellent command (spoken and written) of local language(s).
  • Excellent command (spoken and written) of English
  • Excellent analytical, management and training skills
  • Advanced knowledge of water and sanitation or construction engineering.
  • Experience managing 4–6 technical support staff.
