UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

As an entity dedicated to gender equality, UN Women Ethiopia Country Office (ECO) works with key partners ranging from government, UN organizations, international and national NGOs, and civil society in development and humanitarian settings to enhance gender equality and empowerment of women in Ethiopia. In crisis settings, UN Women supports in the coordination of gender mainstreaming, evidence-based response, targeted programming and in building capacities of humanitarian stakeholders including governments and local actors to achieve their gender commitments.

The humanitarian situation in Tigray and neighboring Woredas has deteriorated since the onset of the conflict in November 2020, and approximately 5.2 million people are currently in need of humanitarian and protection services in the region. The signing of a peace deal between the Ethiopian Government and the Tigray People’s Liberation Front (TPLF) on 2 November 2022 marks a critical first step towards ending the two-year conflict. In light of this development and considering that humanitarian access to Tigray has been limited over the last two years, there is an urgent need to scale up humanitarian assistance to all those affected by the conflict, including women and girls. Unprecedented sexual and gender-based violence is reported especially against women and girls. Rapid response, supported by gendered data, is needed urgently by all humanitarian actors to respond to the needs of vulnerable populations.

As the humanitarian crises become more complex and challenging, a well-coordinated gender-responsive humanitarian action is critical more than ever. UN Women Ethiopia Country Office is working actively to provide strategic leadership and technical support to ensure humanitarian response fully responds to the specific needs and priorities of women and girls through elevating support and targeted programming to the humanitarian situation in Tigray and neighboring regions. Within the humanitarian context in Tigray, additional emphasis is being placed on the gendered impact of the crisis, such as sexual and gender-based violence against women and girls, amongst others. With new realities and challenges posed by the humanitarian situation in the Tigray region, UN Women’s engagement in the humanitarian response space is more critical than ever to ensure that humanitarian action prioritizes women ang girls’ voices and needs so that no woman or girl is left behind.

Reporting to the Humanitarian Programme Specialist, the Humanitarian Programme Officer will provide technical and strategic input on gender in humanitarian action, establish and strengthen partnerships, and lead development of relevant knowledge products, including gender analysis and assessments of the Ethiopia Country Office.  The Programme Officer’s work will focus on UN Women’s programme in the Tigray region. She/he will work in close collaboration with the UN Women programme and operations team in the Ethiopia Country Office, Government officials at regional and local level, UN and other humanitarian agencies, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
