The Maryland Global Initiatives Corporation (MGIC) is seeking an experienced Technical Advisor to lead PMTCT interventions for an upcoming program in Malawi. The program will provide technical assistance/mentorship and direct implementation of comprehensive, evidence-based and tailored HIV and TB prevention, care, support, and treatment interventions in established facilities in various provinces in Malawi.

This is a full-time position supporting an anticipated five-year project. The position is contingent upon award

Position Description

The Technical Advisor – PMTCT will drive implementation of prevention of mother-to-child transmission (PMTCT) services to improve access to the comprehensive health services package, HIV prevention, and immediate ART initiation services, particularly for children and HIV-positive pregnant and breastfeeding women. S/he will be guided by government and donor policies and procedures and ensure adherence to the organizing principles of continuous quality improvement through use of data for evidence-based decisions on the continuum of HIV services.

Key Responsibilities

  • Lead the technical capacity building of PMTCT services and facilitate the coordination of the national program at provincial, district, facility and community level.
  • Develop and/or update PMTCT and linkage and retention strategies, guidelines, in-service training approaches/curricula, standard-operating procedures and job aids as needed.
  • Lead the design and implementation of demand creation activities to raise awareness of the importance of adhering to ART treatment and the need for HIV HEI testing.
  • Lead project Continuous Quality Improvement (CQI) initiatives to scale up linkage to ART for mothers and children.
  • Oversee development of integrated HIV/PMTCT/MNCH/FP facility interventions and work plans.
  • Design and lead project initiatives and technical assistance to increase uptake and coverage of PMTCT services by diagnosed and undiagnosed mothers/AGYW and delivery of high quality PMTCT services.
  • Oversee the establishment of EID, CD4 and VL lab monitoring, ensuring timely collection of relevant lab samples for diagnosis and monitoring treatment outcomes while ensuring results are received by providers and patients in a timely manner to guide patient management
  • Oversee the implementation of mother-baby pair retention in care through cohort monitoring as it is critical to the health of both mothers and infants, and in improving the success of prevention of mother-to-child transmission (PMTCT) services.
  • Monitor and analyze PMTCT related data to ensure districts with lower EID testing and higher PMTCT rate get more support.
  • Support the alerts and notifications platform for appointments reminders, reminders for mothers or caregivers to bring babies for testing and continuous health tips for PLHIV.
  • Participate in and provide technical assistance to national and regional PMTCT Technical Working Groups (TWG), task teams, workshops, and campaigns particularly towards PMTCT.
  • Ensure PMTCT activities effectively incorporate and consider gender and stigma reduction programming and are linked with prevention, care, treatment, and support activities.
  • Coordinate and collaborate with the various PMTCT partners.

Qualifications:

  • MS in epidemiology or microbiology (MD, nursing, Pediatrician) with experience working in HIV/AIDS programs and global health, or Master’s degree in public health or equivalent degree (MPH); with clinical degree or PhD in Epidemiology or microbiology preferred.
  • At least 10 years’ experience in implementing HIV programs, with at least 3 years focused on PMTCT and linkages, including implementation of Early Infant Diagnosis and Final Outcome, follow up of lactating mothers and their partner’s.
  • Experience in capacity building e.g. developing content, planning, and facilitating training and providing technical assistance.
  • Familiarity with adult learning principles/techniques and demonstrated ability to design and facilitate learning opportunities for adults.
