The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC is operational in Benadir, Southwest, Galmudug, and Puntland regions implementing interventions in the areas of Health and Nutrition, Economic Recovery and Development, WASH, Protection and Governance. The IRC is also in expanding to start operations in the Hiraan region of Hirshabelle state.

IRC Somalia is seeking a Senior Nexus Coordinator (SNC) to be based in Mogadishu, Somalia. The ideal candidate must have excellent program management, coordination, communication, and innovation skills. The SNC will provide strategic direction and support the effective and efficient implementation of IRC’s nexus projects in Somalia with a portfolio over 13 million. In close collaboration with the Deputy Director for Programs and the Country Director. The SNC reports to the Director for Programs and directly supervises two project coordinators, Finance Manager, Meal manger as well as Communications and Partnership Senior officers.

Job Purpose:

  • The protracted nature of the crisis in Somalia demonstrates the importance of comprehensive understanding and application of the Humanitarian-Development-Peace Nexus (HDPN). IRC intends to link its humanitarian response with an increased focus on recovery, resilience building, development, and the promotion of sustaining peace, so that recurrent shocks, risks, and vulnerability of people are reduced.

Roles and Responsibilities

Program management

  • Provide leadership and direction to the projects teams and implementing partners.
  • Oversee management, implementation, coordination, monitoring, and evaluation of the project.
  • Oversee the application and operationalization process of the Nexus approach.
  • Facilitate joint analysis which includes a mapping of all actors and interventions in the area and development of common action plans with IRC technical coordinators and partners.
  • In collaboration with project partners, identify priorities with local communities/authorities, to inform programmatic decisions and propose actions for adapting changes as and where applicable.
  • Ensure project cycle meeting (PCM) is a living document and used throughout the project cycle.
  • Work effectively with IRC program teams and partners to increase the understanding of the programmatic approach and the impact of the project is trying to achieve at local level.
  • Ensure timely submission of high-quality donor reports.
  • Organize donor missions/visits to project sites as appropriate and security situation permits.
  • Regularly report on progress, challenges, and opportunities to the IRC SMT and the donor.
  • Ensure monitoring and evaluation mechanisms/tools are put in place and always applied.
  • Promote knowledge management and documentation.

Budget management

  • Lead management of Budget vs. Actual in line with the country office procedures. This includes managing monthly BvA tracking, meetings, and action points.
  • Coordinate budget modification requests/preparations and financial reports with the Finance team. This includes tracking and disseminating reporting schedules and templates, as well as, reviewing and submitting reports to donor. ensure timely submission.

Partnerships and Coordination

  • Coordinate and deliver effective and timely partner’s project support in accordance with Partnership Excellence for Equality and Results (PEER) System
  • Create and lead a Program Coordination Committee (PCC) representing the IRC and implementing partners to coordinate project implementation and monitoring.
  • In close coordination with the partnership teams, conduct effective monitoring and reflection on partners’ performance.
  • Coordinate partner capacity-sharing engagement and direction; discuss successes and challenges; review outcomes.
  • With partnership teams, schedule partner audits, where applicable; design and implement corrective action plans.
  • Work effectively with IRC program teams and other departments, and a variety of stakeholder including relevant federal and state government line ministries/institutions as well as UN agencies, International and national implementing partners, the Somalia NGO consortium, cluster forums, academia, and the like.

Foster synergies and increased coordination in the areas of convergence

  • Ensure coordination between IRC technical teams, partners, and local stakeholders in the targeted communities through joint community consultations and inclusive approaches.

Qualifications and Experience

Education:

  • Advanced degree (Master’s or equivalent) in humanitarian affairs, sociology, social development studies, public administration, international relations, and/or other related social science disciplines.

Knowledge and Experience:

  • Minimum 10 years of increasingly responsible professional experience in relevant humanitarian/development programming and coordination experience with international organizations,
  • Demonstrated effective leadership and management experience within a multi-disciplinary and cultural team environment.
  • Skills in building and managing strategic partnerships, strong communication and networking and excellent organizational skills.
  • Coaching and mentoring experiences.
  • fluent English speaking and writing skills.
  • Ability to work in complex and insecure contexts.
  • Strong negotiation, influencing and networking skills.
  • Knowledge of local context and dynamics.
