Context:

IOM in South Sudan Country Office (CO) implements a wide range of programmes focused on three key areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM), Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and managing WASH and Shelter/NFI core pipelines, humanitarian hubs, and common transport services. Humanitarian response and resilience efforts include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support, and the management of a Rapid Response Fund. Under peacebuilding, transition, and development, the South Sudan CO implements programmes addressing housing, land, and property issues; transition and recovery; transhumance conflict prevention; community-based violence reduction; community development; and migration management.

As part of its community development portfolio, IOM is implementing a World Bank-funded project (Enhancing Community Resilience Project (ECRP)) that seeks to address key gaps in basic service delivery and strengthen local institutions capacity to better manage inter-communal tensions and resources across 10 counties in South Sudan. The project aims to contribute to the building of a national local-level institutional structure for governance and service delivery, in line with the Local Government Act (LGA) 2009.

Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Senior Programme Coordinator (Community Resilience and Disaster Risk Management) based in Juba, and in collaboration with relevant units, the Project Officer (Stabilization and Governance) will be responsible and accountable for providing technical, administrative, and logistical support for the Enhancing Community Resilience Project’s (ECRP) local governance and community engagement component, as detailed below.

Core Functions / Responsibilities:

  1. Provide technical and administrative support for the development and rollout of ECRP’s Community Engagement and Local Governance components, in close collaboration with CO’s Technical Leads and the Senior Programme Coordinator (ECRP).
  2. Coordinate institution strengthening and capacity-building activities, facilitating the supervision of field teams and work plans.
  3. Contribute to the development and delivery of capacity-building materials for training Boma Development Committees, Payam Development Committees, and County Government counterparts.
  4. Provide technical inputs for the development of guidelines and Standard Operating Procedures (SOPs) for institution-strengthening activities, and organize training to facilitate capacity and teamwork.
  5. Support the development and implementation of community-led activities in close coordination with local authorities and community-based organizations and actors.
  6. Work closely with the ECRP technical team and the Senior Programme Coordinator (ECRP) to facilitate a harmonized and consistent approach toward institution strengthening across ECRP.
  7. Update, adapt, and contribute to the development of communication/outreach messaging to support the promotion of strategic development priorities, as well as the development of targeted messages and community-based interventions.
  8. Undertake duty travel to monitor programme implementation, recommend actions to address challenges, and coordinate with other actors.
  9. Contribute to periodic reports on programme delivery, including interim and final donor report.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences or a related field of study from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project implementation in post conflict or transitional situations;
  • Experience in adult-centred curriculum development underpinned by Freirean approach and capacity building activities;
  • Experience in community-based approach in conflict management and mediation;
  • Experience with local governance, peacebuilding, mediation programming and participatory development approaches; and,
  • Work experience and knowledge of the social structures and governance systems of South Sudan.

Skills

  • Ability to design and deliver training effectively;
  • Good report writing and analytical skills;
  • Proven interpersonal and communication skills;
  • Good organizational skills: ability to be flexible and work well under pressure in a fast-paced, detail-oriented team environment; and,
  • Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint, and email/internet software.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
