Title: Monitoring, Evaluation, and Learning (MEL) Advisor
Location: Country Office, Nairobi Kenya

summary
The Monitoring, Evaluation, and Learning (MEL) Advisor is responsible for carrying out and
implementing the M&E system as well as incorporating lessons learned from activity implementation.
S/he will deputize the Chief of Party by providing technical direction and oversight of project activities.
This position is contingent upon receipt of donor funding and will be based in Nairobi, Kenya.
DUTIES/RESPONSIBILITIES
· S/he develop monitoring and evaluation, and reporting systems and including appropriate indicators, baseline data, targets, and a plan to evaluate performance and produce timely, accurate, and complete reporting.
· S/he will also ensure that the M&E system is used as an adaptive management tool to improve activity performance, and as a means to communicate.
· Maintain positive relations with the client, government counterparts, and program partners;
· Promoting clear and constructive communications with the client to ensure a shared vision for project activities and outcomes, address implementation challenges, and encourage the sharing of best practices and project successes;
· Ensure project activities are compliant with the approved work plan and that project results are aligned with the project monitoring plan;
· Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.
QUALIFICATIONS
· A graduate degree from an accredited university with substantial coursework in applied statistics, data mining, qualitative research, and quantitative and qualitative data analysis applicable to program monitoring and evaluation;
· Five (5) years of relevant experience in designing and implementing MEL systems, preferably within education, livelihoods, or private sector development programs in Kenya or similar country contexts;
SKILLS AND EXPERIENCE
· Experience in relevant technical areas, such as survey and research tool design, data collection, statistical analysis, qualitative research, and dissemination of results.
• Experience on the use of M&E systems to support a learning agenda and evolve a theory of
change to maximize impact.
· Experience building local capacity to develop and implement M&E systems, including working with local government and other partners to incorporate/align key youth development indicators and targets across activity, county, and other partner M&E systems.
· Experience in working and training others in data collection and reporting, including both quantitative and qualitative information.
· Must have experience working with team members on collecting information and analyzing and identifying lessons learned to inform decision making; and
· Strong knowledge and experience supporting Collaborative, Learning, and Adaptation (CLA) processes
