Primary Function/Purpose:
The Legal Consultant is expected to support the Legal Department at the National Electoral Board of Ethiopia (hereinafter ‘NEBE’) on a range of issues including drafting legal electoral documents and providing technical assistance to support the success of the upcoming Ethiopia general elections.
Major Duties & Responsibilities:
- Provide high-level technical assistance and input in the area of legal and regulatory reform; this may include reviewing, updating, drafting and commenting on electoral and referenda legislation; institutional by-laws and proclamations, including technical topics such as inclusion, electoral dispute resolution and political finance (in English and Amharic).
- Develop training manuals.
- Roll out legal trainings at HQ and regional states of Ethiopia, including on Election Dispute Resolution (EDR) matters.
- Lead and supporting the NEBE legal team in coordinating all electoral legal matters.
- Support implementation of activities as directed by the Director of the Legal Department.
- Conduct research and analysis on assigned topics to support internal and external presentations and reports.
- Undertake ad-hoc tasks assigned by the Legal Department, as required.

- Strong command in more than one NEBE working language preferred.
Education & Qualifications
- Master’s Degree in Law (LLM) is required.
- Minimum of 6 years of relevant work experience.
- Demonstrated professional experience of drafting legal memos and documents in Amharic and English.
- Demonstrated professional experience and knowledge in election administration preferred.
- Experience in reviewing, drafting, analyzing electoral legal and regulatory frameworks considered a plus.
- Training/facilitation skill/qualification is an advantage.
- Proficiency in Word, PowerPoint, Outlook and Excel.
Language Skills
- Fluency in English and Amharic required; including typing.
