General tasks for the position
The Human Resources Manager is responsible for all aspects of the human resources function within the country office. The position is primarily responsible for hiring, recruiting, retention, performance management, employee relations, compensation, compliance, individual development and succession planning. The incumbent ensures that HR initiatives are aligned with the mission, values and long-term business strategy of ICAP in Angola, and that they support the evolving HR needs of the national office.
Responsibilities:
• Develop and recommend employee policies and procedures and maintain the local hiring manual in accordance with the General Labor Law and ICAP Standard Operating Procedures (SOPs).
• Actively participate in full-cycle recruiting for all office vacancies, which includes assisting directors in writing and updating job descriptions, posting job advertisements, selecting and interviewing qualified candidates, conducting reference checks and posting job vacancies.
• Ensure that all new hires are properly inducted and have access to ICAP policies and procedures. Support directors in orienting new employees.
• Act as the lead national champion of ICAP’s professional development initiatives, including face-to-face and online learning opportunities
• In partnership with the National Director, manage all employee relations issues, including conflict resolution and disciplinary matters that comply with local General Labor Law, ICAP SOPs, in order to meet the standards of an enabling work environment.
• Monitor employee vacation tracking in accordance with ICAP leave policies. Ensure the immediate submission of vacation control worksheets, as well as leave request forms.
• Collaborate with the National Director and Director of Administration and Finance to carry out remuneration reviews that involve submission of salary survey data and/or analysis of national inflation rates.
• Coordinate the annual staff evaluation process.
• Liaise with the Ministry of Labor – Maptss and local lawyers when necessary in matters of compliance with local laws.
• Ensure that the organization is aware of the country’s General Labor Law.
• Lead the preparation of monthly payroll data in collaboration with the Director of Administration and Finance.
• Coordinate with management the appropriate benefits calculated in collaboration with the insurer(s) to manage employee enrollments and terminations, issuance of insurance cards, Schedule periodic insurance benefit orientations for all employees.
• Work alongside the Director of Administration and Finance in negotiating and preparing consulting contracts/service provider agreements in accordance with ICAP SOPs and in accordance with CDC guidance
• Liaise with the National Director and the safety and security focal person to ensure that the security needs of all staff are met during crises.
• Perform other related functions as indicated
Education:
• Bachelor’s Degree in Human Resources Management or equivalent
Minimum Qualifications:
• At least 5 years of experience in similar post within an NGO or international organization
• Ability to work under pressure meeting deadlines with limited supervision.
• Excellent verbal, written communication skills and good interpersonal skills.
• High degree of professionalism and integrity.
• Ability to always demonstrate good judgement and confidentiality.
• Computer literacy in MS Office packages.
• Fluency in English
Travel requirements:
• Regular travel to Provinces
