Tetra Tech International Development Services (http://www.tetratech.com/intdev), headquartered in Arlington, Virginia, is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party (DCOP) position on an anticipated U.S. Agency for International Development (USAID)-funded project in Zambia.

The USAID/Zambia Business Enabling Environment (BEE) Activity will catalyze greater private sector investment and trade in rural areas by strengthening select Zambian government and civil society organizations to implement improved and streamlined policies and processes for economically viable rural enterprises, and by creating an enabling environment that incentives productive investments in trade, agricultural, energy, eco-tourism, and sustainable natural resource management.

Position Description: Working under the overall direction of the Chief of Party (COP) and in coordination with project technical staff and external partners, the DCOP will ensure the timely and effective delivery of project activities and results. The DCOP will provide technical leadership for one or more project components, support the COP in project management and donor relations, and serve as the technical and program point of contact in the absence of the COP. This is anticipated to be a full-time position based in Zambia for five years.

Qualifications:

*Master’s degree, or Bachelor’s degree with 10 years of experience, in economics, international development, agriculture or another relevant field;

*At least eight (8) years of demonstrated experience in the successful implementation of relevant development activities, especially in finance, business, investment, governance or rural development fields with a focus on business enabling environments or economic policies;

*At least 3-5 years of progressively responsible leadership experience in project management for USAID or other donor-funded development projects;

*Demonstrated experience analyzing challenges and opportunities to the business enabling environment in Sub-Saharan Africa and proposing strategies to capitalize on opportunities;

*Strong interpersonal skills and ability to engage in multi-stakeholder dialogue with a diverse range of stakeholders across government, academic, civil society, and local resource users;

*Experience in agricultural, energy, natural resource management, and/or eco-tourism preferred;

*Proven experience navigating complex and high-pressure operating environments;

*Proficiency in written and spoken English is required.
