The Federal German Ministry of Economic Cooperation and Development (BMZ) supports the African Union Commission in setting up the Pan African University (PAU) as an institution of the African Union. The PAU is a continental network university striving for excellence and contributing to core fields of Africa`s development. The emphasis of PAU is on the training of graduates and doctoral candidates as well as on applied research, outreach and policy advice. The GIZ programme is present in Addis Ababa, Ethiopia, as the seat of the African Union Commission. In Tlemcen, Algeria, the programme is supporting the institutional development of the PAU Institute for Water and Energy Science (including Climate Change) – PAUWES. Furthermore, it is supporting the PAU Rectorate in Yaoundé, Cameroon. The focus is on the organisational development, the quality assurance, development of current and new study programmes (professional Master for Climate Change) as well as cooperation with the public and private sector. In addition, the support through GIZ is focusing on the establishment of quality assurance processes, career services and the PAU Hub for Entrepreneurship with partnerships and outreach activities across the continent. In September 2020, the last 2-year phase of Technical Cooperation implemented by GIZ is starting with a focus on institutional sustainability of PAUWES and consolidation of the support provided through the programme so far. Successful approaches shall be transferred to other PAU institutes and to the Rectorate of the Pan African University. The programme will work mainly from three locations: from Addis Ababa, Ethiopia, the seat of the African Union Commission, from Tlemcen, Algeria, the location of PAUWES, and from Yaoundé, Cameroon with two embedded experts in the PAU Rectorate in Cameroon.
Responsibilities:
- Responsible for the communication of PAU programme and the support to the partner (PAU Rectorate and Institutes) in this field
- Coordinate publication of news and articles off and online with team members and under the supervision of the head of the program
- Be the gender focal person for the program and support/advise PAU in the implementation of a gender action plan (with the support of a focal person based in Tlemcen for PAUWES)
- Coordinate the monitoring & evaluation activities related to the project. This includes the data collection, the preparation and follow-up of regular operational planning meetings and workshops, the monitoring of the planning to guarantee its alignment with the expected results of the programme and the management of the consultancy supporting these processes
- Responsible for the annual reporting to BMZ in close cooperation with the head of programme in collecting data, drafting the report and coordinating the feedback loops.
- Maintain a good flow of communication and information between all involved staff members of the programme, institutions and counterparts and GIZ
- Ensure the structured use of knowledge management tools and their continuous update.
Required Educational qualifications, professional experience and competency
Qualifications
- University degree (Master) in social sciences or communications, ideally with a focus on evaluation and monitoring and reporting of results.
Professional experience
- At least 5 years’ professional experience in relevant positions
- Working experience in development cooperation programmes
- Working experience in higher education institutions or related programmes is an advantage
Other knowledge, additional competencies
- A good understanding of the role and mandate of the African Union and its policy in the field of education in an asset.
- Excellent advisory and communication skills. Ability to work well under pressure and in challenging environments, high flexibility and resilience
- Fluency in English and possibly in German languages, knowledge of French is an asset
